The 3rd Gens have the auto headlamp off feature if you leave the lights on, they turn off when you open the door and the engine is off. Kind of a psuedo-DRL setup. Do your dash lights go on & off and the clock dim when the DRL's come on?
Canadian cars have been required to have DRL's since 1990.

If you have a 98, then that's a 3rd gen not a 2nd unless I'm missing something here. As far as I know, DRLs didn't come on 4 Runners 'til '00. I think maybe Canada had them sooner???

. As far as my rig goes, the previous owner had DRL's installed with a switch so they can be disabled. When the DRL's come on the dash lights do not come on and the clock does not dim.
I had a 2nd gen for a time, check the sig
