what is this bar called under the front of this '94 4runner? The rubber bushing things have all eroded away and I think this bar is making a lot of noise when I hit rougher roads. Are these rubber bushings easily replaceable?

Stabilizer bar. Helps to prevent 'yanking' when one wheel enters a deep hole or hits a bump, I believe is the theory. Yes, the rubber parts are readily available.

AKA sway bar. The bushings are easy to replace, two bolts per side. I'd remove one side at a time. The bushings are split so you just open them up, wrap them around, then bolt the metal bracket back up to hold it all in place.
Sometimes the bolts into the frame get frozen from rust but I think you'll be okay based on how the bottom of your truck looks.

You'll probably want to replace the "end links" while you're in there. https://www.rockauto.com/en/catalog/.../+bushing,7580

where is your truck leaking at? Front pinion seal leaking throwing all the oil everywhere? or the tranmission? looks like there is a gap on your trans

Jeez dude, that oil leak is a bigger concern than your sway bar bushings. Its a little blurry but it looks like there is a gap between your transmission pan and the housing.

from the oil, i might look at the front main seal. not uncommon on the 3.0 to leak from the front. determine whether the fluid is motor oil, ATF, or gear oil (or coolant) and that will help narrow it down.

at the front. it is where the crankshaft comes through at the bottom of the block, at the oil pan interface. the harmonic balancer attaches to it. the seal is behind the balancer. but first, determine what the fluid is.

What Wallytoo said. I think I'd drop my skid plate, get some degreaser spray and get as much stuff off as possible. Check for leaking power steering fluid too.
I think if you get it somewhat cleaner, you'll likely see where the biggest leak is, then formulate a plan.
