Low RPMs when first starting

Here lately, when I first start my 94 Yota, the RPMs will only come up to about 500 (not even that sometimes). Of course, it'll shake like crazy, but if I give it a little gas, the RPMs will steady out at the 800 I've set it to. From then on, the idle is fine. It's only when I first crank it up.

What could this be? Cold start injector?

What year/model/engine are we talking about?

My first guess would be the vacuum switch that holds the idle up until the engine is warm...

Mine did that, had a blown head gasket on #4. It was blowing water out the exhaust. No water got in the oil. I found it when I was changing the plugs, #4's ceramic was broken, and I shot a little air in the hole and water came out.

TNRabbit, it only seems consistent here lately. But, it's been having a rough idle since I got the truck (before the engine rebuild). I've slowly been fixing stuff on it, making it better little by little.

try cleaning the throttle body , could be the iac inside that is non adjustable. sounds odd that it doesnt fast idle at all..
