Won’t crank/start checklist?

83 with a 22r. I drove over to pick up some food on my lunch break today and when I got back in my truck it wouldn’t start. I ended up power walking back to work and am making a checklist of what to try when I get out of here this evening.
The starter doesn’t click at all but lights, radio and horn work great. I assumed it was the battery but I tried jumping it with no luck. I also hit the starter a number of times to no avail. It has been raining which leads me to believe it could be a ground issue. Battery terminals look clean and tight. Here’s my list of things to try, please let me know if I’m missing anything obvious.

1. Test voltage of battery with multimeter
2. double check all grounds
​​​​​​​3. Remove and clean battery contacts
3. Run a jumper from the negative of the battery to the starter
4. Test fusible links for continuity

It's most likely none of those things..

Pull the solenoid wire off the starter, it's the smaller wire, and check for battery voltage when the key is placed to the start position

Would this be to test if the starter solenoid is working?

Above is to see if you are getting enough voltage to the starter solenoid coil. Better to test with connector plugged in and probe back of connector. This will show you voltage with load.

To check IF solenoid and starter motor work:
