make sure the wires are intact. get a multi-meter and actually diagnose it instead of just throwing parts at it

Just what engine please

You have checked the Fuses 7.5 ignition 15amp EFI

On both the 4 and 6 cylinder engine the fuel pump circuit is pretty much the same.

You checked the your new relays worked?? That they were correct?

The green/Yellow wire grounds the coil of the COR in the ECM

At this point you have checked all connections made sure nothing is corroded.

Fuses are tight in the sockets

Just when did this start??

The AFM is what keeps the pump on and running the once you start. Verify that it is hooked up and working correctly. I had one that would run if I held the afm door all the way open. But if I closed it then it would not supply fuel pump with power.

No AFM in the engines in a 1997 4Runner unless it was an engine swap to a older engine

There's a separate forum for '96+ 4Runners; you might get better luck there.

As mudpunisher says (and the others implied), this is a job for a multimeter. Replacing relays and pumps without diagnosing is a complete waste of time and money.
