I'm going to run the 10" shackles for now. Right now I just want to get to wheeling and what not. I can always build a new mount later and extending bump stops is easy.

So I'm going to go with a 10" rear shackle. This will let me use my stock hanger location. I've got some 3/16" plate laying around that will let me make 2 sets of shackles, no problems.
Looking around though, shackles are normally made for 1/4", the difference is .0625" not much but it could make a difference.
So do I use the 3/16 plate by it self or do I use 2 3/16 plate together (thus making the shackles 3/8" thick)?

Tony, you definatly need something thicker than 3/16. You wanna know how I know? Cause I used 3/16 plate for my front shackles...untill they folded over on me while I was on the trial. It will be even worse on your 9+ inchers, my fronts were only 6" eye to eye. I have 3/8 plate front and rear now.
As for the negative arch, my axle doesn't hit a bumpstop. The chevies barely go negative and if you do kink one, they are so cheap. I don't really think it's a problem.
