Hammer time!

It sounds like your headlight switch is jacked up, but I don't know if you are talking about a vacuum cleaner, a motorcycle, maybe a golf cart? does your rig have daytime running lights? is this with the key off as well? have you waited like 5 minutes and they are still on?

A problem well-stated is a problem almost solved.
If asking for help, always indicate model-year-engine-transmission-trim. Best to put it on your signature to save everybody time.

Sounds like the switch too, or a hammered relay LOL!

These are a pain. You will have to do some circuit testing to chase the issue. The DRL system is super complex if that is what you have. In addition to stalk and relay, issue can also be in the Combination Switch (Dash cluster in Toyotaspeak) where the auto-off control resides. If it's a 4Runner, I can tell you how to do it, IF I knew the year and whether DRL or not. If a Taco, hopefully someone else can do it.

You really need to specify the vehicle IN DETAIL to get help on electric.

Does the auto-off work when you turn off the key and open the driver's door? Are you sure it's not just DRLs?
