cam pulley issue

hello guys,
i am getting to more problems as i go....
in my 99 4runner v6 i have two cam pulleys, one on right side and one on left side (inside timing belt cover) when looking at the engine the one on the left is turning nice and smooth, the one on the right is turning as if he is stuck compare to the other one, does both do the same job? or does one control the valves and the the other one the pistons? sorry for the dumb question i have no clue how this works, so i don't know if it suppose to go so hard?
thanks

One is an intake cam and the other is exhaust cam. If they are bolted up and spark plugs are in they are a bitch to turn.

Thanks enapa, so do you know which one is the is the right cam?
I'm afraid that it's too much for the belt to turn it, and it maybe the reason why it broke the belt on the first place, what do you think?

I'm not sure what enapa is smoking but the two cam pulleys are for the two banks on the engine- after all it's a V6. The intake and exhaust valves for each side are controlled by the dual overhead cams (DOHC) on each bank (one pair of cams per pulley, with a backlash-free gear in between).

If one is a lot harder to turn than the other you might have a problem. They should be basically the same amount of work to turn since they're symmetric.

Dual overhead cams:
