That is the coolest little side storage on that bumper...

 

I keep it in my plastic drawer in my 4runner. In the back, there are two little plastic covers on the trim, one for the Toyota jack and one for storage. I keep my strap locked away in there, and out it comes when the time is right. :-)

 

I place mine in the side storage of my 4run. Rolled up of course. Cord wraps with velcro can work well if you need to keep it rolled up strongly. Home Depot and Lowes have them.
