There should be a tensioner pulley, top of photo, just left of center:

Not self-adjusting, you need to loosen the center bolt, then turn the adjuster bolt on the end of the bracket to move the pulley in and out. I like to tension the belt so there is maybe 1/2" of deflection in the middle with thumb pressure. With a new belt, you may need to re-tension it after a while as the new belt will stretch a little in use.

I need to replace the PS belt and the alternator belt on my 89 4Runner w/22R-E. I have the manual and I could not figured out the steps to replace these belts. For the PS belt, can you just loosen the Idler Pulley center bolt per above and use the adjuster bolt on the Idler Pulley to take off and replace the belt? If not can you please give me the steps.

For the alternator, do I need to take off fan? and is there a belt adjusting bolt? If yes, where?

Any help will be deeply appreciated.

Yep, that is about it.

Belt usually just fits over the fan, may need to do that a blade at a time. No tensioner bolt, that is the alternator itself and it's slotted bracket:

Thank you. Got the PS belt per your description. Now I have another stupid question on the alternator. I loosen the top nut on the slot bracket. But I am having a tough time to loosen the bottom bolt. I tried to push the alternator towards the engine, but can't. In your experience, which is the easier direction, working from the top or from the bottom. I have tried both. Thanks.

Usually need to loosen both the bolt in the slot and the bolt at the bottom of the tensioner bracket *and* the bolt at the base of the alternator to get it to pivot. If it has been there a long time, it can be stuck pretty solid, but you need to push the alt. towards the block to loosen the belt. To tighten mine, I use a pry bar between the alt and block then pull on the bar with a ratchet strap (not too hard, but enough to tighten the belt) and then snug up all 3 bolts before taking off the strap and bar.
