98 4Runner replaced batt cannot start, headlights work dashlights do not

My 98 4Runner battery died and I replace after letting it sit for a month. Now it will not start. The headlights will turn on but the dashboard lights do not come on nor does the radio when in assc mode. Checked all fuses under the hood and under the steering wheel and they all look good. When I turn the key the only sound is a click from a relay under the steering wheel. The battery is working fine as the headlights are glowing to their full brightness. The starter is not clicking only the small relay in the fuse box under the steering wheel. Any Ideas?

Check all of your fuses again, they can look good but be bad. Use a meter to check each one. Check to make there is no corrosion on any of the fuses or the socket they plug into. Also check to see if you knocked any wires loose when replacing the battery.
