90 4Runner frame rust removal tips
i recently bought my 4Runner and it is in pretty much perfect condition except all of the rust on the chassis.
my first question is what is the best thing to use to remove rust?

Rust, that is a hard one. To fully rid your frame or rust you would have to strip the truck down to just the frame have it bead blasted then powder coated.
Now, a much easier way and a lot more fun might not get rid of the rust but it will cover it up, take that thing out and get it muddy!

Pitted, cut it out.
Surface... Easy way: I'd just keep it sprayed with an oil... Like Diesel fuel.
Or, you can sand it off and re primer and paint, then use something like a POR 15 paint...

Now you can put POR right over the rust you have now. It claims it will stop it. But you still have the degradation you have now. It's up to you if you just wanna cover that up or clean it up before you paint over it.

You need to perform the screw driver test .
It could very well just be surface rust from setting out side for a period of time.
if you can poke a screw driver through the frame it might be time to do some serious frame repair
