You say short block, which would imply just the block, crank and pistons. In which case, yes an 87 short block is interchangeable with a 91 short block.
A long-block includes the head and valve train.

And I put an 88 22R longblock into a 91 22RE chassis without issue. I used all the 91 intake and such, and did the appropriate swaps: removed the 22r fuel pump eccentric and put the 22re spacer in its place, and put the fuel pump block-off plate from the 22re on to the 22r head.

It works fine.

isn't the 88 dissimilar to the 87? I know the generation changed right there.

overall, the 22r (and 22re) engine were mostly identical from ~85 through 95 save for the fuel pump eccentric on the cam and the corresponding external parts to support carb and EFI.
The intake manifold configuration changed between 88-89... went from a downturned throttle body conducive to the Celica body to a horizontal throttle body, and the PCV system was modified.

Mechanically, from the head down was the same... except for the above mentioned changes, and changes to the oil pan and sump to accomodate 2wd or 4wd.

The generation actually changed between 88-89 in the trucks, and 89-90 in the 4Runners.

Aside from the aformentioned changes in eletrical and induction, the engine long block is the same from 85-95
