That fourth one is for safely strapping down a six pack.

My initial thoughts as well. However, the straps seem to big for a 6 pack......I'm utterly baffled.

4 buckles and 4 belts?

Maybe the previous owner had quadruplets and bolted in an extra set. Or they had some type of 4 point harness?

I think that Beartracker has it, but I'm more prone to lee's suggestion.

there are 4 holes yes, 1 with a lap belt, and 3 for the "clips" or latches.

Okay, if I reading right...you have one belt attached to each side wall and one belt attached to the center area....and then tree clips.....which would be correct for a 3 seat bench.....left, center and right.....The left is for the cup holder and dispenser, The center is for the cooling box....the right is for the keg.......

This has just got to be the reason, as well as the placement layout of the installation method for all your party planning/accessories.
