What is this valve?

I cant find anything about it in my FSM. It screws into the upper intake plenum on my 22RE. What's it called? What does it do? Can I clean it out with carb cleaner? It has an adjustment, how do I adjust it properly and know it is working properly? Thanks guys.

Well my A/c doesnt work right now anyways. The bearings in the pulley are locked up. So As long as the a/c is not running this valve does nothing, right?

If you have power steering, it also bumps up the idle when you try turning the steering wheel when stopped.

Should not hurt anything. You can test it to make sure it is working by applying vacuum to the small fittings and see if it opens and closes.
