you can test the diagnostic port by jumping B+ and Fp, and turn the key to "on" but not "start". the fuel pump should now be running, and be audible. turn the key back off, then on if you aren't sure that you hear it.

But you want to do it when ambient air temp is close to 68 degrees. So if it's cold outside bring the valve indoors for a few hours, then adjust per FSM.
Someone was talking about a procedure to clean and adjust IACV and instructions were in FSM. Here is the only thing my book says about it. Mine is an 87 but I only have the 88 manual but the picture is the same IACV I have. When I take it off what should I do to it? How do I clean and adjust it? I've tested it with my ohm meter and it was in spec.
Toyota never intended for that part to be opened up, so it's not in the FSM. Remove the four screws and be careful not to ruin the gasket so you can reuse.
Use something like brake cleaner or carb spray and Q-Tips to remove the carbon from from the inside. Be careful with that fiber plate, it can be broken if you get a bit cavalier with it.
After cleaning and reassembly, use the instructions on page FI-59 under "Inspection of Air Valve" to set properly. (That photo you posted on the left is FI-58)
