as long as it drills out easily...Ive always found that its easier to remove it, than to drill/cut it out
Yes the torch, and pb blaster will run somewhere around $30, but if you wrench on an older truck you'll find out that a lot of the bolts need a little help coming off, and a torch, and pb blaster are your best friend.

TC is right your chances of successfully drilling out a bolt like the kind used to hold on the towhook are between slim and none those bolts are grade 8 and they just won't drill [especially trying to drill straight up with hot shavings spilling down on you]. PB [or similar product] a torch and a big breaker bar are your best options.
