Also, again, my fan is always on even at 9F degrees out. Is that normal or is it a bad? Its belt driven so it looks like it can't shut off like an electric fan can.

Hello? This is a petty simple question that I could answer if I could get at my manuals but the lock is frozen on my tool box until I go get some lock de-icer. Pretty scary when you guys who claim to know sooo much can't answer a simple question...
