Trace power and ground from the outlet to their respective sources. No easy way, just follow those wires!

trouble shoot, start at the fuse panel and if you have power there there is an issue between the panel and the outlet. check the plug itself, and the connections when i got my truck the power outlet didn't work and it ended up being that the guy before me had the dash apart and didn't put the wires back on there tabs.

also i am not sure on trucks and 4 runners but on my girlfriends 2000 corolla and the power outlet radio and clock where all on the same fuse.

or just wire up a new one.

ya there should be a firewall plug on the pass side somewhere as for the ground could find a spot on the radio frame use a ring terminal and self tapping screw

for the ground wire you can take off the side of the center console and any of those large 12mm bolts that go into the frame should work great for the ground wire. that way you dont have to run another wire through the firewall
