I thought a '95 would have an electronic speedo sensor... but if a mechanical unit, you may want to lube the cable... sticky cable can cause a jumpy speedo.
As far as lube I am sure there are lot's of options, but I would stay thinner rather than thicker with your choice.

Just posted this yesterday:
Just a heads up for anyone that starts seeing their speedo start fluctuating up and down a little bit that has the cable. Mine started doing this when the cold weather hit. A few days later the growling noise from the dash. Knew it was the speedo cable, so I pulled the dash, went down to Napa and got some dry graphie spray in the aeresol can, sprayed it down the cable a few times, worked great stopped fluctuation and growling, plus while you're in there you can change out any burnt dash bulbs, change colors if you want. Pretty easy job on an '88, less than 1 hour.

There are some that are older than 95 that have the electronic speedo. I know my '93 4runner has the electronic speedo. I had to replace the speed sensor on it when the speedometer started acting up. I just ignored it till it started messing with the shifting on my auto tranny. It is wierd that it jumps back and forth from the electronic to the cable throughout the years.

so here is the scoop.
All trucks/4Runners to 91 had a speedo cable. In 1992, they switched to the electrical style. In 1995, they switched BACK to the cable style, until 97. If you speedo is jumping all over the place, you either need to lube it, or replace it. I'd try lubing it first with the graphite lube. I just did a cable on my 89 4Runner, and its nop walk in the park. Good luck!

First, verify which type of speedo you truck has (electric or cable). Probably be able to tell by looking at the sender on the transfer case.
If cable...
Pop off AC knobs
Pull out AC switch (just slides right out)
Pry off (start passenger side) AC control display panel
Most screws are evident at that point...
You may have to take off the panel under the steering wheel, and sometimes it will help to remove the cowl around the steering column to gain clearance... but all thoses screws can easily be seen.
Once speedo and such is free, pull forward and reach back to unplug cables. I think there are four plugs, each with a little catch you have to squeeze. Should have enough room to pull the display further forward and unscrew the nut holding on the speedo cable.
You can generally get the whole speedo display out of the truck now and change bulbs if you'd like. In the gaping hole that once was your dash, the speedo cable will be easy to drip lube down. Might want to undo the end at the transfer as well to monitor when lube gets there... if it ever does.
It is a rather involved job... so best of luck.

You can pull it out from the tranny end... but you will probably never get it back in again.
There is a square drive at the speedo end of the cable that twirls the needle around. It is hard enough to get the square back into the speedo when the dash is all apart. I just don't think there would be any way to feed the cable back in unless you are the luckiest person on earth...
... and if that's the case, play the lottery first and then pay some poor sap to fix your speedo cable with all your winnings.
