Idle Fuel Cut Solenoid Diagnostics

How exactly do I test the idle fuel cut solenoid by giving it power/energizing it? I don't quite understand what others have said about this. I have a multimeter if that helps. Thanks

What is the lead that connects the two terminals and where would I source it?

I use test wires that have small alligator clips at either end. You can buy them by the bag for cheap.

Dumb question: I assume small alligator clips are okay because it is not required that they be attached to the battery terminal itself and can go on the terminal clamp like various wires with ring terminals?
