can anyone tell if u have to take the cams out to take the heads off of 3vze

The short answer is NO. It's part of the process per the FSM but you don't physically have to remove the cams to get at the head bolts. There MAY be a stress reason for removing them prior to removing the heads, I don't know for sure.
