Definately much higher than that. 0-90 sounds like it goes on the other side of the circuit (on the voltage supply to the gauge) and the gauge measured volt drop not resistance to ground. If you can measure it at all, it's too low resistance.
Proper sender should be open circuit (infinity ohms) with no pressure and I don't know what at operating pressure... Enough to make a 3w test light flash but not enough to make it stay illuminated.

The correct OEM oil pressure sending unit, 83520-34010, was about $70 from Toyota of San Bernardino. Went over it several times to be sure it wasn't the sending unit for the oil light. This was for the '95 pickup, and the gauge cluster came from a '94, both with 22RE 4cyl motors. Swapping out the speedometers with the odometer was straightforward, hardest (most nerve racking part) was opening the housing.
