Update is I replaced efi relay and jumping the two terminals still does nothing. I must have bare wire somewhere. Going to check that next. Efi fuse is good. Efi relay is new.

By "bare wire" you're susoecting a short? But if you had a short, you'd be blowing fuses.

​​​​​Inspected the condition of wires at fuel pump?Find schematic (I wish I could share, but mine's for an 8622RE), and get a multi meter, then start checking for voltage?

Have you tested B+? It sounds like you went ahead and replaced one part without a reason to do so.

If you don't have 12v on B+ (and you've replaced the relay w/o testing the old one), check for 12v on the "input" side of the relay, and continuity to B+ on the "output" side. There are lots of possibilities, but 12v isn't getting from the battery to B+, you just have to find where the disconnect is.
