You need to determine if it is the Circuit Opening or Starter relay that is activating.
Might want to double check those codes, I was nder the impression they ditched the single digit codes to avoid possible confusion.
The error code list on 4crawler's site says 3&14 are the same thing. No IGF signal. Likely cause is the ignitor, or just a loose connection somewhere.
Same goes with the starter, assuming the relay is good and activating, probably just a loose/fouled connection.
Were you haveing the no crank issue before the replacement starter was installed?
No help on the computer sorry, I do know there are some aftermarket ones for tunable injector maps..

I would not go getting a rebuilt ecu just yet.
I would look long and hard at your ground cables and make sure the one on the manifold for the ecu is tight and clean.
there is a company that exchanges or rebuilds them I would guess they do Toyota but not sure.
If it goes that far PM me and I will check.

Just how did you check your ground cables??
It sounds like you have maybe two different problems.
Let us get the vehicle to the point it cranks every time you turn the key to start.
Is this a manual or Auto?
Once you get it cranking every time you can then check the coil and igniter to see if they are a real issue.

Let's agree on vocabulary: "Turn over" means the engine spins. "Fires" means you can hear one or more cylinders firing. "Starts" means it will run on its own (no playing with the throttle) for at least 15 seconds. "Idles" means it will run continuously (maybe not very well) at less than 1800 rpm with no load without stalling. "Runs" means everything is okay.
Does yours fire? Are you still getting code 3 or 14? If you're getting codes, you're probably not firing the plugs -- check them with a timing light (that's the easy way; if you're really tough and not too smart you can hold a plug against the block and look for a spark). Do you have fuel? Are the plugs wet or dry when your remove them?
You probably didn't "jump a tooth." That's just a myth.

There are only two codes that don't get stored in memory, 51 and 53, and 51 doesn't turn the light on.
