22re hard to start hot

I've done a lot of reading on this issue but I wanted to add one thing. If I run the started for just a second, turn the key off and then try starting it again it will usually start easier than if I just sit there and let it crank over until it starts the first time I try starting it. Does that give anyone any hints? And if I were to delete the fpr vsv, what should I do with the second vacuum lint going to the vsv since there's the one towards the front of the intake and the one near the back of the intake?

What's the purpose of the second vacuum line going from the tb to the vsv for the fpr if it already has the one to the gas filter?
