Turns out Rockauto does not have any form of customer service where you can speak to someone, email them, submit a ticket, etc. So I didn't get any information from them and I will NEVER EVER buy parts from that website. Their website is also extremely convoluted and difficult to navigate/find stuff. 0/10.
Problem solved. It is the thermostat by pass hose. It allows coolant to flow all the time (the thermostat opens and closes and doesn't flow all the time) to the throttle body. The original poster has an 85' 4runner (1st gen). The part number is 22230D, which is part of the 22230 system. We already know it connects to the left of the thermostat housing, here is a picture of where the INLET is on the bottom of the throttle body (1st gen only). Later models added another piece to the bottom of the throttle body and the inlet is now there. =]
