take. i hot wire striaght from the battery postive and a touch the power wire into the horn, the horn should complete a circuit if the horn is properly grounded to the chassi.. so check for alot of rust and nasty on the mounting bolts..

Probably the reason for that is the horn switch on the steering wheel is connected to ground and it is that ground connection that provides ground to the horn (which should have constant power to one lead) to turn it on. So the horn itself is floating and not electrically connected to the chassis ground.

Had this same problem on an '89 4Runner. If they are the same there will be a slip ring on the back side of the steering wheel that allows the spring loaded contact to complete ground as you turn the wheel (when you push the horn). There is no power to the steering wheel. Mine was worn to the point that it no longer made contact- I shimmed the round collector with a couple small washers and all was good.

just get in there, and tinner around with it.. un tell it stresses you out.. then call a couple maintenance shop so the can make you feel good about how much they want to charge you.. (and tell them to screw off, and hang up on them) that will give you the mottovation to fix it your self.
