maybe not so much as a short, but maybe a bad ground or bad connection at the plug on the back of the lighter plugin.
if you have the time, pop the dash apart and make sure that plug's on good and the contacts are clean.
if still no luck, you can always just rewire it; it's not that difficult to do on that, just make sure you don't flop the hot and ground backwards
I've done that with some other vehicles in the past when the lighter for some reason quit working. you can even just run it on constant power if you wunna keep it hot all the time, like if yoiu want to leave your cell phone charging that extra 10 minutes while your out of your truck. hell, you could go all out and even put a toggle switch in the dash for it

This might sound like a stupid question but how are you telling whether it's on or not?
Do you have a gadget plugged in or something?
I know with mine there's no way I'd be able to tell it was on - I have my fire lights plugged in but I have to hit a switch for them to turn on.

yeah I would only assume he's got something plugged in. but don't the SR5's have a light there to? does that stay on with the plugin? maybe that's what he's seeing flickering, but the power to the plug may be fine

just for the record, I have a 6th sence; I can tell when metals are energized with 12v simply by looking at them

Of course, that 6th sense I'm sure helps a lot.
Could be that the plug isn't in the socket tight enough, could be something wrong with the gadget he's got plugged in, could be a loose connection in the dash, etc...

It should either be on given a single variable or off given a single variable.
Roger's right, it should definitely be on with the dash lights.
Something may have happened when you did the LED swap but if it did indeed come on at random times even with the stock bulb - there may be a more complex problem.
You may plug something in - like a cell charger and do a few "wiggle tests" to see if it stays on or off or if it's intermittent.
