79 wont turn over after swap. Starter?
I bought my 79 with a hole in the 20R and got it to turn over. But then I pulled out the 20R and put in the 86 22r. Engine grounded to frame and to battery, starter has the little wire and the power wire to it. It turned slowly when connected to the 20R.
Now, headlights work, electric fan works, but turn the ignition key and nothing. No clicking, no smoking, whirring, nothing. Bad solenoid?

had starter tested. Works fine. Maybe the 22R has a different spacer plate between the engine and trans that makes it a ˟˟˟˟ty ground? Regrounding shortly.

First thing to check would be the ground, then I would check the battery....I know, seems obvious, but I've replaced starters due to me having a dead battery.
Do the screwdriver trick on the solenoid to rule out a bad starter motor.

Turning slowly on 20R, and no clicking of starter solenoid suggest possible weak battery.
After you have verified that battery is good...
Also verify that your starter solenoid (piggy-backed on starter motor) is OK using this jumper setup.
If this makes starter solenoid "Clunk", solenoid is good. If solenoid clunks but starter motor does not turn, possible bad solenoid contacts. See 4crawler's site for solution. If starter motor groans, struggling to turn... double-check battery.
IF this jumper setup makes it work but ignition key does not, possible bad start contacts of the ignition key - because high current needed to energize starter solenoid had it pitted from arcing/overheating. After you replace ignition switch, long-term solution would be to add a starter relay. See Kidvermicious' post on www.t4r.org for this.

Battery has 612 CCA @ 74* and 12.57v
Jumped the starter (out of vehicle, I daily my Supra) today at work and it spun over.
Have grounds from block to negative post of battery and from the block to engine mount to the chassis. Power cable from positive battery post to the starter. The little clip is plugged in between the solenoid and starter motor.

Then power is not going from battery,through fuse network, through ST1 contacts of ignition switch to the little connector on your starter solenoid (covered in my post above^^). Power to that connector energizes. starter solenoid to close contacts to send battery voltage through thick wire to starter motor.
See my post for explanation of starter system. Difference between you model and my mid 86 and later 4Runners is that on your earlier model, power goes directly from start contacts of IGN switch to your start solenoid - which is bad.
Again, once you've troubleshot power to starter solenoid, see post on t4r.org I mentioned.

You need to check for power to the solenoid (little wire) and to the starter (the fat wire).
Also a starter can work on the bench on not in the car. Depends on the state of the commutator bars and the brushes.

Had the wrong clip attached to the paddle on the solenoid. Need to use the Black with White stripe for that... Mislabled upon removal. Now it turns over and runs with starter fluid, but no fuel in the tank. lol.
