Question 1989 22r no spark igniter wiring

guys - my 1989 22r is not starting. when checking the voltage to the igniter (gray connector with 2 wires (top and bottom relative to connector release), i have voltage on the top wire, but 0 volts on the bottom. can someone verify if this is correct - or should both wires carry voltage ? i need my truck so any help much appreciated. if someone has a similar 22r and a voltmeter this issue could be resolved quickly, turn ignition on, open connector (pull release up), ground voltmeter on bolt holding igniter, probe both slots in the female connector, note voltage if any, about 3 mins or so.

Did you find your issue? I just picked up an '89 and it has no spark. I'm thinking igniter as well. It appears someone has replaced everything else.
Not sure If I'm on correct wires as OP...My (2) wires in the black plug one has 4.9 volts the other has 10 volts

What color are your wires? If the wire has a stripe, include the color.

problem identified and fixed with a jury rig

I purchased a 12 volt to 5 volt converted from amazon and used it to replace the 5 volt signal from the (I believe) ECM. Truck started first try. Thanks to NorthAveRacing and Yota for your assistance. The 4.9 volt found by NorthAveRacing was very helpful.
