With the lamp plugged in this is exactly what you should have. They are ground side switched, you won't read zero volts or continuity to ground untill the switch is closed and there are no wire faults..
Poke around there should be a thread by Rad4runner on the light system..
In short check for voltage at the lamps, you did.. Check for ground at the switch, check for switch opening and closing circuit, check wires between cab and lamps.
