Vac leak. #1 culprit for high idle/ surge. Check all connections and then use soapy water to check for cracks or holes in lines

Do 22re's have dashpots? My 3vz had a high idle and my dashpot wasnt allowing the throttle to return to normal. I just backed the screw off of it. Works fine now.

If you can't adjust the idle down using the TB screw, check that the o-ring around the screw is in good condition, check for vacuum leaks. Check that the throttle cable isn't holding the throttle open, check the idle air valve (under the throttle body) is working.

The idel only surges when i brake hard to slow down in neutral or with the clutch in, ive herd there is a sensor in the ecu that trips to cut the fuel if the idel is over 1100 when braking. so i think im clear on vacum leaks but i think it may be a bad tps. any thoughts?

I know the my truck did that before I adj the idle, there is a vac line going to your brake booster that cuts fuel to your eng under braking to save gas. But I guess if you can't turn uour idle down you can't fix this

Get some carb cleaner and use it to check for vacuum leaks, check all the vacuum hoses, check the gasket between the throttle body and intake, also check the idle air control, sometimes they can go bad.
