Question '88 4Runner w/Fast Idle

About two weeks ago, the idle on my 1988 4Runner (22-RE) suddenly jumped way the hell up... really racing... it'll do 20mph in second gear, with my foot off the gas. I tried backing off the idle with the adjustment screw, but that only made it rough, not slower. I've noticed that when I press the clutch pedal, the revs go way up; but, even when it's in gear, it idles much higher than it should. It's not temperature-dependent: the same behavior occurs at -20*F and at 20*F (and we've had both extremes within the past two weeks). Any ideas? Cures? Suggestions?

Pull the throttle body and give it a good cleaning and also check the TPS and make sure its properly adjusted.

mine is injected but it did the exact same thing, however my problem was the guide for the throttle cable was bent shut with the cable sitting on top therefore it revved much higher that it shouldhave
