Fuel pressure reading blues

High fuel pressure can cause a rich mixture, misfiring, etc. Might trigger a CEL code for fuel mixture rich, meaning the ECU has tried leaning the mixture out and has reached the end of its adjustments (fuel trim settings).
Since the fuel flow hits the filter first, you can safely rule that out. Considering the FPR is adjusting the fuel pressure according to vacuum applied to it, that suggests the regulator is operating. This implies pressure is being held high by a restriction downstream: corrosion or other restriction in the return line from the engine to the tank, maybe even a pinched line.

I wouldn't worry about your fuel pressure, if your emissions are okay. 10-20% more pressure isn't something that I would spend time chasing.
However, driveline vibrations can be tricky to pinpoint.
