Cool Egr problem. 95 22re engine miss,stumble.

Take note, everything is new,all egr parts, engine. At normal engine temp, I get a bad engine stumble around 30 to 50 mph.Un-hook the egr,it goes away, move the vaccume lines on the modulator, move e and r to the opposit positions, the stumble goes away.Plug up the vac lines to the EGR and the stumble goes away. All egr parts are new toyota parts, all tune up parts are new, engine has 3000 miles with a R-V cam.I traced all of the vac lines and made sure no leaks, and all lines are in the right spot. ANY Ideas????????????

I think on the '95 there is an ECU-controlled Vacuum Switching Valve that sends vacuum to the modulator. Might want to check that out per the testing procedures in a factory Service Manual. Maybe it is stuck on or something else is telling the ECU to turn it on at the wrong time.
