Can someone tell me what I am missing here?

I can't figure out what mounts to the manifold where the two plates are blocking the 4 holes in this photo. And how important is getting that part? (Should these ports be blocked off?) Thank you

it's an egr thingy. On mine it has a tube that runs all the way across. Then a tube from there goes back into the intake on the other side.

i think they run to the egr valve, not really sure. my 4runner didn't have them, but my 89 truck does.

Those are block off plates for air injection, some trucks had air injection and some didn`t.

its not for the egr, its for air injection or something like that, i think it was just in California and other emission controlled states.
