help with paypal
Im having a small problem with paypal. I am trying to accept payment from a buyer in New Zealand. It is a large amount of money, and because he has been burned in the past, only wants to use paypal. He is not able to CONFIRM his mailing address, and I dont want to accept the payment from an UNCOMFIRMED address, to be protected in case he says, "no I never received anything." Paypal told him that they cannot confirm his address because he is out of the US, and that this is a common 'problem'.
any suggestions?

hmm, sounds like a scam no? what other details surround this purchase? is it ebay? did he bid even though you specified NA only or anything like that? best way to protect yourself is to just not do it...

Yeah look out for yourself first. Sounds harsh but if you don't who will?

here you go
PayPal Customer Service Agents are available to help you during the following times:
4:00 AM PDT to 10:00 PM PDT Monday through Friday
6:00 AM PDT to 8:00 PM PDT on Saturday and Sunday
Call us at: 1-402-935-2050 (a U.S. telephone number)
We may only discuss an account with the account-holder. Please have the following information available when you call:
Your telephone number
Your email address
The last 4 digits of your credit card or bank account registered with PayPal
For security reasons, we must verify the above details before discussing any account-specific information.
Try Our Self-Service Phone Options
PayPal's Speech-Enabled phone system allows you to speak, or use your telephone keypad, to let us know exactly what you would like to do when contacting us. For example,
Listen to recent transactions - say "Transaction History"
Check the status of claims and disputes - say "Case Status"
Request a password reset email - say "Password"
Hear other account-specific information
Also
Buyer Address Qualification Conditions:
The seller ships to the address listed on the Transaction Details page. If a transaction is listed as “Seller Protection Policy Eligible” on the Transaction Details page (see 3.b.ii above), sellers must ship to the Confirmed Address on the Transaction Details page.
Confirmed Addresses. A confirmed address is an eligibility requirement for the Seller Protection Policy. Shipping to a confirmed address reduces the risk of fraud and should be considered by the seller even if a transaction is not eligible for the Seller Protection Policy.
A Confirmed Address is either the address at which the buyer receives their credit card statements, or an address of the buyer which PayPal has confirmed outside the credit card system.
So if you ship to an non confirmed address and he says he never got it you might end up paying the money back and not having the product.
Call customer support, I have and they were very nice.

I called paypal and they casically said I am not protected, only if you shipping within the UK, US or Canada are you protected, and only then with a confirmed address.
Sucks because it sold for much more than I hoped it would, but Im not playing that game

I will say that even a legit person can't get a confirmed address even in Canada if you originally registered in the US ebay.com site (ie I can register on eBay.ca and get a confirmed address in Canada, but I'll have to pick a new ID and start with zero feeback again....BS in my book, but that's how it works). I have tried to get mine confirmed and Paypal won't let me enter anything, but a US address (not a big deal since all my family is in the US, but still a PITA). I agree it does sound like a scam if the item sold for an unusually large sum of money. In that case, if I was the seller, I's say bank money order only in US funds (even in New Zealand he can get one of those). Assuming you have a good feedback score, he should be willing to trust that as well for the shipping side (that is why I only bid on items from sellers with fairly high feedback so they have something to lose for pulling a fast one).

You should contact the second highest bidder and offer it to them for what their last highest bid was. If they go for it contact ebay and let them know what the deal is about the winning bidder and then ask them to disqualify the winning bid and let the second highest bidder win it.
This is why you should only list things to ship to USA & Canada, it cuts down on the scamers.

Suppose you could always ship it registered/insured w/ international return receipt. That way you have a signature card mailed back for proof of delivery and have postal insurance in case of loss and tracking on-line.

I just don't do business overseas. Way too many things can go wrong and it is way to far to travel to kick some scam artist's
The DAs that bid on things on Ebay when you say no international is amazing. Last thing I sold on Ebay I had to auction 3 times because morons kept bidding and didn't read the auction stipulations.
DON'T DO IT!
