I'm looking to build a bumper/tire carrier and need ideas for hinges and latches. Any sources/links would be greatly appreciated.

I used a piviot from Slee Off-road in CO. For the tire/gas can carrier I built for my Land Cruiser. I uesd a latch from www.use-enco.com part number 891-5757. Email me for pics.

That slee off road one is expensive, damn. So do you just weld the pin to the bumper and the frame for the carrier to the housing?

I used a piece of 2.5" square .25" wall tubing. drilled a 1.75" hole through it at the end and welded the spindle shaft at the top bottom and inside of the end of the tube. then made mounting plates to mount to the back of the cruiser

Yes the Slee offroad spindle was not cheap but I have see others fail. the hub is one piece that was machined for the bearings others are two pieces of tubing forced inside of each other of make the lip to support the bearings.

My tire carrier was built to hold a 35" tire plus 10 gals of gas and a hi-lift. so we are talking about 160 lbs or more plus the carrier itself.
