Plate bumper question

hey I have been searching for a way to make my bumper look good up front since I have a 3" lift, there is a huge gap where the bumper is. I saw this in the exo thread, and I love the way it looks but Im not sure how someone would make a plate bumper like that, anyone have a thread of someone making a plate bumper or can describe pretty well how its made? Here is a pic of my trucks front end where i have the gap to fill:

now here is a pic of the sweet exo and bumper I found, im totally going to hijack his design

I made a filler plate on my '85. Had already raised the bumper ( 3" to match the body lift) as high as I cared to in order to maintain enough mounting strength for the winch. So made a frame of square steel tube and then covered that with sheet metal on the sides and wire mesh in the center:

Have since mounted a water pump (for an on-board shower behind the driver's side panel and plan to move the winch controller behind the passenger side panel.
