How would you fix this? RUST 1st gen 4runner

It ended up costing me $650.00. I was told to get it in during the winter months when they were slow to get it done cheap. I took it down there and they worked on it when they had some time. I talked to the Linex guys afterward and they said they underbid the job. They did clearcoat over the top of it to keep it a gloss black. They said this was a $900.00 to $1000.00 dollar job. I think it was worth the money I paid for it. It did a good job of covering the holes from the rivets in the flairs. It also made a clean line where I cut the wheel wells out. Now I can start the front bumper and sliders.

Cory's fiberglass panels are stronger than steal... he has a vid posted somewhere...
POR-15 isn't a solution, it's snake oil. I've spend hundreds on it and it's not what people claim it to be. Eastwood has much better products.
Welding in new panels is fine as long as it's treated appropriately. Cory's mention of the 3m products is a great idea; many bodyshops do it this way now.
