Building Front a Rear Bumper
I'm in the process of building Front and Rear Bumpers for my 87 4Runner. I'm useing C-Channel. What is the best way to build a front bumper for a winch to seat on top? I'm not looking for anything special. I just want something simple. I got a welder, Torch, Plasma, Stick welder,And Tig. . What is best to use for welding this Mig or Stick? Also where can I buy Pre build Sliders for a cheap price? Weld on or Bolt on. I just need some guidance on whats the best

As far as I'm concerned, MIG is the way to go. It's much cleaner than flux core wire feed. Old school welders can use stick to make 'em look like a MIG, but it's a bit harder.
I built a bumper for my 87 also. I've got a 9k winch.
To start with, I knew that I didn't want the winch to impact air flow to the radiator, as I'd had issues with that on a previous truck. I also knew that a 9k winch could provide tugs of over 9,000 lbs when really yanking on something, so securing it is a very big concern.
Basically I bought the FROR kit to reinforce the front cross member.
Then I added to extra mounting points in the center of that cross member, making sure to brace them for front-to-rear load:
After that, I built the "box" for mounting the winch, making sure it was low on the 4runner, so it didn't block the radiator, and strong enough to handle the winch:
The rest? Well.. Using the winch as the main structure of the bumper, I built a tube bumper around it:

... i want a winch plate. *runs off & cries in corner* wahh. :-P
eh, it's cool. I guess i'll have to fab something up... or just wait till you can come up w/ one for my year/model. i've got time, i do afterall have to get the truck up & running first. ... wouldn't make much sense to have a nice shiny winch & bumper w/ a non-running truck now would it?
