i remembered something awhile ago about offroad bumpers in wa state... they must have a vertical section be at least 4.5" tall, and i think since the top half of the runner above is still the oem bumper... it might be tall enough to be legal in wa state.....

You can take the bottom valance off, I ran mine that way for a year or so. Just wire the turns into the side marker lights. My original plan was to build a "bumper slider" as well, but I got a good deal on the ARB Prado Bull Bar.
