2001 Landcruiser idle problem

2001 Landcruiser idle problem
Hello:
I just had the throttle body replaced on mu 2001 LC, due to carbon buildup. Now, the car idles high - when cold at 1700 RPM, when hot at 1400 RPM and when Drive is engaged, it drops to 900 RPM.
I do not remember it ever doing this. Also, now when I decelerate, the car continues to go, with no slowing down!!
1. What should the correct RPM's be?
2. Possible fix?
