Okay guys, I'm specifically interested in the laws with window tint. Here in Texas the law is 35% on the driver and passenger window and then as dark as you want for the rest (since a 4Runner is an MPV). Since someday I may move to Washington I looked up their laws and the difference was that all windows had to be 35% but interestingly MPV's were exempt there too. Here is where I found the laws:

I definately don't want to repeat this tint scraping experience again. BTW - I've only the back window to finish and I haven't damaged the defroster yet. Unfortunately I didn't discover this site until too late. http://www.tintdude.com/ This guy has great tips on tint removal and install.

Also, on another site I saw that Washington State can enforce their tint laws even on vehicles registered in other states. Here in Texas cops have a "light gun" that basically measures how much light is getting through the tint and glass. How do they measure it up in Wash? I'm not too worried since MPVs are exempt but I already have the factory brownish tint so I'm going to add 35% on top. I just want to make sure since my other car is a normal sedan although the tint is very light so it shouldn't have problems either.
