What is this bolt?

What is this bolt?

Hey Yotatech! This is currently a picture of a weird bolt near the steering arm/stabilizer (Not sure exactly what to reference it as, I am not the most mechanical person out there). However, I notice after driving for a longer distance there will be a tiny air/oil bubbling out of the threads on this bolt. My questions are,

What exactly am I looking at? and I take it that it is NOT supposed to be leaking anything. Is it something simply needing to be tightened? If so, What tool would I use? As you can see the head looks like just a big hexagon. Prob a big Alan wrench or something?

If it helps this is a 2004 Tacoma TRD w/offroad package. 3.4L Completely stock. Hope you all can help me. Thanks!

The specific bolt in question is inside the green circle.

It's not a bolt, but is what holds the guts of the steering rack guide in place.

Thanks guys, I think it might need tightened/replaced as there is also a little slop in the steering while I am on the highway. That guide references the tool you need as a "Rod Connector" Yet I cannot find it anywhere online and the local hardware shops/Auto parts stores seem to be clueless when I show them what I need. Does anyone happen to have any links to the part or what I can ask for?

Rod connector can be found at Home Depot, etc. around where they stock the "all thread" rods in various lengths.
