Weird Brake Issue

Searched around and couldn't seem to find an answer so any help appreciated.

01 4Runner, 175,000 and when I hit the brakes it seems that they grab but not hard at first, if I push just a tad more on the pedal they grab hard. They are adjusted properly and I had the master replaced (almost $2,000 for the part!) so I am stumped as to what it could be. This can get scary sometime because it feels as though you may not stop before you hit the car in front of you and when you push the pedal just a teeny bit more it jerks the whole car.

Check the adjustment of the drums, make sure the drums spin with some drag on them. Double check for air in the system, no air Id adjust the pushrod in the booster.

Def no air in the system and they are properly adjusted. Would the pushrod have been disturbed with the new master?
