Unidentified Hole in my bumper

There is this weird oval hole in the middle of my bumper (rear) any idea what this is for? It is a 1987 4-runner. It is a Scooby Doo Mystery.

Interestingly enough, I was behind a 92 yesterday and noticed even with the rear-mounted spare, they still have it too.
