well it really depends on the year of your truck. You're not really give us a whole lot to work with. You're gonna here A LOT of this but searching is kinda your best friend and reading build threads on yotatech or similar forums. But i will give you a list of some ,I'm assuming, 3rd gen bumper companies I know of.

addicted offroad (highly recommend them. great guys)

What do planes have anything to do with truck bumpers??

I really think you meant plans !!

Just figure out what you want and make it.

I doubt if any of the people that built custom bumpers had anything but rough sketches . There very well might be hundreds of designs floating around I am not up on using the high tech design software.

Any one who builds production bumpers I doubt they would even sell the plans you can only ask.

Yes plans is what I ment. I must have fat fingered when I was typing last night on my phone.

Yes its a 99 4runner. I'm sure I could just fab whatever I want but when your balling on a budget I'm trying to keep the cost as low as I can. So I figured if someone had a rough idea then that would be great. I'm sure if I go out take it all apart I could come up with something cool. But like everything goes if you can get other ideas as well and combined them then your off to a better start. Plus someone else may have done something I didn't think about. As far as the bumpers go that you can buy I would love to do that but trying to be cost affective.
