Actually, this depends on the year 4Runner that you have. On my 97 I had to unbolt an extension on the end of the frame and just do some touch up grinding so the bracket would slip over the frame rail. If I remember correctly, the 96-98 4Runners have a different style frame then the later ones. My install wasn't very hard. It took longer because of the winch install.

Here is a link to pictures from my install:

The brackets that go on the Frame End rails look just like the ones for the Sahara.

The Sahara does look nice on the 3rd Gen 4Runner. Does the signal lights and fog lights use the stock connectors or was there any cutting and splicing involved. Also about the cutting and grinding is it possible to put the stock bumper back on after if I wanted to go back to stock bumper?

For the 1999-2002 You will have to cut off the flanges or plates that are needed to bolt the bumper on the end of the frame rails. You would have to make new plates and weld them on the frame ends to re-mount the stock bumper.

Here's what you are cutting off....

You will also have to drill a 1/2" hole through each of the Frame Ends to put the ARB mounting brackets on the frame.

Also the turn signal wires must be spliced - no plug in for either ARB or TJM as far as I know. I used male/female connectors that can be pulled apart in case I need to remove the bumper in the future.

If you are not willing to do this then the TJM is the way to go because it is a bolt on with no cutting for the 99-02 Runners.
