On my 97 I had to unbolt an extension on the end of the frame and just do some touch up grinding so the bracket would slip over the frame rail. If I remember correctly, the 96-98 4Runners have a different style frame then the later ones. My install wasn't very hard. It took longer because of the winch install.

Here's what you are cutting off....

You will also have to drill a 1/2" hole through each of the Frame Ends to put the ARB mounting brackets on the frame.
Also the turn signal wires must be spliced - no plug in for either ARB or TJM as far as I know. I used male/female connectors that can be pulled apart in case I need to remove the bumper in the future.
If you are not willing to do this then the TJM is the way to go because it is a bolt on with no cutting for the 99-02 Runners.
